The Office of Land Use Management is comprised of
Building Regulations, Planning & Zoning, Tax Map and
GIS. Its primary duty is to ensure the proper
implementation of the Preble County Land Use Plan.
The organization of these four services into one
office offer convenience and
efficiency to property owners and developers. For

Brad Kramer, Director of Land Use
Management
Brad Kramer grew up in Washington
Township, Preble County and is the fifth generation
to live on the family farm. Prior to assuming
the role as Director of Land Use Management in
January 2015, Brad served as Project Coordinator for
Kramer & Associates, a local consulting firm started
by his father in 1974. He has over 31 years
experience in land surveying, engineering and site
development and is a licensed land surveyor in Ohio
and Indiana. He attended Miami University and
the University of Cincinnati, and holds a Bachelor
of Science in Surveying from the Ohio State
University.
Brad is a past member of the Preble County Board of
Zoning Appeals, a current member of Surveyors
Historical Society and National Society of
Professional Surveyors, and currently serves as
President for the Greenville Treaty Chapter of
Indiana Society of Professional Land Surveyors.
He is also a past Chapter and State President, and
currently serves as State Standards Committee
Chairman for Professional Land Surveyors of Ohio.

David Anderson was
promoted to
Emergency Management
Director in December
2013. David has
lived all of his
adult life in Preble
County. David
graduated from
Richmond Senior High
School in Richmond,
IN. Then he
attended Ivy Tech
State College in
Richmond graduating
with an Associate's
Degree in Machine
Tool Technology.
David also
volunteers as a
Nationally
Registered EMT-Basic
with the Northwest
Fire and Ambulance
District's Emergency
Squad.
David and his wife,
Dana, are members of
the First United
Methodist Church in
Richmond.
David and Dana have
one son currently
attending IU East.
David enjoys
photography, being
with his family and
following Ohio State

Becky
grew up in Miami County and
graduated from Piqua High
School and Edison Community
College. She married and
moved to Preble County in
1987. In 1989 she began
working for Job & Family
Services and has worked in
many departments within the
agency.
Becky and her husband,
Larry, have three children -
Dustin, Carley, and Brad.

Animal Adoption
Information
Ohio Revised
Code permits the
Dog Warden to
sell dogs that
have not been
redeemed by
their owners.
The fee to adopt
a dog from the
Dog Warden after
the expiration
of the exemption
period is
$59.00, which
includes the
cost for a valid
dog license.

Information
A pet
vaccination
clinic,
sponsored by the
Humane Society
of Preble
County, is
hosted annually
at the Preble
County
Fairgrounds,
traditionally on
the last
Saturday in May.

ENFORCEMENT

LAWS
Pursuant
to Ohio
State
Law, the
Preble
County
Dog
Warden
is
mandated
to
enforce Sections
955.01-955.27;
955.29-955.38
and
955.50
of the
Ohio
Revised
Code.
Some
of the
sections
most
commonly
enforced
include:

No
owner,
keeper
and/or
harborer
of any
dog
shall
fail to
keep it
either
physically
confined
upon the
premises
by a
leash,
tether,
adequate
fence,
or
secure
enclosure
to
prevent
escape,
or under
reasonable
control
of some
person.

All dogs
three
months
of age
or older
must be
licensed.
No dog
shall be
harbored,
kept
and/or
owned
without
displaying
a
current
valid
dog
registration
tag from
the
county
where
the dog
is kept.

Melissa
Smith began her career with Preble County Microfilm in 2001. She worked in several positions in the Microfilm Department prior to being promoted to Microfilm Director. She has also worked for the Preble County Clerk of Courts. Melissa is a graduate of Preble Christian Academy, Ivy Tech Community College, and a graduate of Indiana Wesleyan University with a Bachelor’s Degree in Criminal Justice.
Melissa is a life-long resident of Preble County. She and her husband Kyle have two daughters - Brittany and Kaitlyn.
